For some reason the guy in the mad bomber hat reminds me of the character "Rowsdower" from the low budget Canadian horror film "The Final Sacrifice".
Which was also mocked by Mystery Science Theater 3000.
"I'm Rowsdower, Zap Rowsdower" I'm pretty certain he's blitzed.
